3: A Common Assessment for all agencies?
In line with Government requirements, we are working towards the CAF process becoming the standard way for practitioners to share information, and request involvement of other agencies and services. This approach was strongly endorsed at the C & YP Commissioning Partnership meeting on 10th October 2008.
New Process - Referral to Social Care
Jim Leivers, Acting Head of Children’s Service, has recently circulated an email communicating a change in procedure at the Contact Centre:
“As from 13th October referrals for Children’s Service Social Care should be submitted on a CAF Form + Common Referral Form. This will replace the Inter-Agency Referral Form currently in use.
The CAF is an integral part of the Every Child Matters Agenda and use of CAF forms will help to bring us into line with government expectations around the implementation of the full CAF process. Please continue to use the existing Levels of Need guidance for professionals referring to Surrey Children’s Service Social Care (this will be revised in January 2009).
If a case referred to the Contact Centre does not trigger a Children’s Service assessment after Duty Manager screening, they will try to identify alternative sources of support. Also in this situation the CAF Forms will be forwarded to the local CAF Area Implementation Manager who may be able to assist.
In some circumstances the case can be sent to the CAF Common Assessment Panel (CAP) to identify alternative ways to meet the child’s needs (see CAF Policy & Procedure Manual on the CAF home page)
All relevant information relating to the CAF can be found on the CAF homepage on Surrey Public website (www.surreycc.gov.uk/caf). Essential information includes:
· Download the CAF 5-Step Process
· Download CAF Form and Common Referral Form
· Download Urgent Referral to Children’s Service Form
· Submit on-line CAF Service Return
· Book CAF 1 Day Multi-Agency Training for Users
· Access Contact Details including your CAF Area Implementation Manager
For help and advice on making a referral please telephone Surrey County Council Contact Centre (Children) on 08456 009 009 Option 2.
Where there are urgent safeguarding concerns, please immediately telephone the Surrey County Council Contact Centre Children’s Team (08456 009 009 Option 2) and speak to a Referral & Information Officer. If after discussion you wish to make a referral to Social Services, you should follow this call with a completed ‘Urgent Referral to Children’s Services’ Form”

Following the success of our first Training Workshop in Redhill YMCA, we believe this is an invaluable session drawing on knowledge and skills from other colleagues, and vinvolved is running a further two repeat training sessions to support organisations who involve, or who wish to involve, young people as volunteers.

Routes to Vocational Learning
Opportunities for Young People in Surrey
Thursday 13th November 2008

This conference is aimed at Connexions PAs, careers advisors, 14-19 curriculum deputies, and to provide an up-to-date understanding of vocational learning opportunities available for young people within Surrey.
Keynote speakers will set the context for the Government’s vocational learning strategies including the development of the National Apprenticeship Service. Surrey employers will talk about how apprenticeships contribute to the success of their businesses, and apprentices will share their experiences to complete the picture.
There will be an exhibition of training companies involved in the delivery of vocational learning, and plenty of networking opportunities for delegates. Delegates are also invited to select two workshops of their choice. Please see the attached conference flyer for overviews on seminar options.

6: More free PA Product Training! 14 January 2009
The LSC will be arranging a half day workshop for Connexions PAs on 14th January 2009 at the Holiday Inn, Guildford (3 hour am or pm sessions) which will cover product training including; Apprenticeships, e2e programmes, 14-19 Diplomas, EMAs, Care to Learn and an introduction to WorldSkills. There will also be a chance to see the new Apprenticeship Vacancy Matching Service in action.
The sessions will be theatre-based with actors acting out a number of scenarios for discussion. Delegates will not be asked to act or take part in role-play!
Connexions PAs that attended sessions that ran earlier this year said:

Job Vacancies for Young People
Did you know that there are a wide range of job vacancies, vacant college places and training courses all over the county waiting to be filled? As the majority don’t have particularly demanding entry requirements, they are an ideal choice for many NEET youngsters.
Our Centres produce regular listings of local opportunities. Vacancy Bulletins are now listed on the Connexions website Job search page and you can also pick up copies from your local Centre to share with the young people you are currently working with.
NEET Activities Flyer - Oct - Dec 2008
Please find attached a document highlighting a range of NEET activities taking place for young people around the County from October until the end of December 2008. The aim of the document is to give you an indication of the types of activities/programmes that are available or are currently being undertaken.
The next edition of the flyer will cover the period Jan - March 2009 and ideally I would like to distribute it to you all week commencing 15th December which would allow you some time to speak with your NEET young people and potentially get them signed up onto a course/programme that may be starting within this period.
If you are involved in any NEET (16-18 year old) activities or know of any activities for NEET young people that are taking place between January and the end of March 2009 then please let me have the following details by 24th November and I will include the programme in the next flyer:

Benefits for Young People Benefits for young people is the ‘Cinderella’ service of the department for Work and Pensions. The rules governing benefit entitlement are complex and are often misunderstood and misinterpreted not only by those who work with young people but by Jobcentre staff. This one-day course aims to de-mystify the benefits system for young people and give young people’s advisers/workers the confidence to negotiate the ‘benefits maze’ on their behalf.
